The President’s emergency Proclamation reasonably descr

ribed the current situation as an ongoing ‘border security and humanitarian crisis,'” Boyd adds. “The cris

is at the border … may qualify as an emergency even though it, too, is not entirely new.”

Twelve Republican senators banded together Thursday to deliver the f

orceful rebuke after expressing concerns that Trump’s use of the national emergency decla

ration as an end-run around Congress violates the separation of powers and sets a bad precedent that a woul

d-be future Democratic president could follow to unilaterally drive their agenda.

The White House sought to pare back Republican defections leading up to the vote, with the President and White House aides

making clear to Republican senators that a vote against Trump on this issue would have ramifications come re-election time.

Trump rejected entreaties from several Senate Republicans t

o agree to a compromise that would curtail his national emergency powers and instead fra

med the vote not as a matter of constitutional concerns, but rather as a litmus test on border security.

The approach — particularly the threats of re-election reperc

ussions — stemmed defections from several Republicans up for re

-election in 2020, but ultimately failed to stop the Senate from passing the resolution.

Trump tweeted about the political advantage he expects those who supported him will receive.

”I’d like to thank all of the Great Republican Senators who bravely voted for Strong Bo

rder Security and the WALL. This will help stop Crime, Human Trafficking, and Drugs entering our Cou

ntry. Watch, when you get back to your State, they will LOVE you more than ever before!” Trump tweeted Friday.

Trump’s veto sends the resolution back to the US House of Re

presentatives, which is expected to pick it up after the week-long congressional recess. The Hous

e is not expected to have the two-thirds of the chamber’s support needed to override the President’s veto.

Roper emphasized to reporters that while the issue of the

material and objects — known as Foreign Object Debris, or FOD — being left inside an

aircraft as it comes off the production line is not a design or safety risk, it is a

matter of great concern to the military.

”FOD is really about every person, everyone in the workforce, f

ollowing those procedures and bringing a culture of discipline for safety,” Roper said.

Top US general says Google ‘is indirectly benefiting the Chinese Culture

is something that I’m not going to believe becaus

e we have a good month, or a good two months, that the culture is back. I’m

going to believe it when I see month after mo

nth for a long time that yes, those practices are now things that aren’t just

being done because they have to be done, th

ey are being done because the workforce says, ‘This is a product we deliver to the Air Force,'” he added.

Boeing will now have to conduct spot inspections on the aircraft during product

ion, including specific areas of the planes that may be sealed as part of the production processes.

”I certainly think they are going to have to have a good team,” to carry out

the new inspection program, Roper said.

During the second session of the 13th CPPCC Nation

ional Committee, political advisers submitted 5,113 proposals, covering a wide range of topics that included econom

ics, politics, culture, social development and environmental protection, officials said. Among them, 3,

859 were formally filed and will be forwarded to relevant authorities for handling.

This year, economic issues and social affairs drew more attention from the political advisers during the two sessi

ons, with 1,484 proposals and 1,336 proposals falling in the two categories respectively, officials said.

Some of the typical proposals on economic issues dealt with such matters as preventing financial risks, supporting the

private economy, developing a high-quality manufacturing sector and shoring up market confidence.

Proposals on social issues included promoting emplo

yment, bolstering vocational and preschool education and better caring for elderly people.

Cao A’min, a CPPCC National Committee member, said the focus on the economy and emp

At the closing meeting, Wang, the top political adviser, called on all CPPCC mem

According to the latest national students’ fitness surve

urvey, released in 2017, 75 percent of primary and secondary schools had built c

ampus sports venues that met national standards, up from 62.4 percent in 2012. The

survey was conducted by the ministry and the General Administration of Sport of China.

In 2015, the same survey showed that the overall fitness level of prima

ry and secondary students-including stamina, str

ength and aerobic capacity-had begun to improve following a perennial decline.

“Our measures have worked but it doesn’t mean we can stop pushing. The fact that three-quarters of schools have ade

quate sports fields and facilities shows that we still have room to improve,” Zhong said.

Prosecutors decided not to formally arrest 168,458 peo

le or to file charges against 34,398 others because of insufficient evidence, or because an acc

used person’s actions didn’t constitute a crime. The figures represent respective year-on-year incre

ases of 15.9 percent and 14.1 percent, according to the work report of the Supreme People’s Procuratorate.

In addition, prosecutors issued written opinions to police in 58,744 cases of suspect

ed illegal collection of evidence or improper use of coercive measures, an increase of 22.8 percent over the previous year.

They also protested 8,504 court verdicts that they considered wrong, up by 7.2 percent year

-on-year. As a result, higher courts changed the verdicts or ordered retrials in 5,244 cases, an increase of 8.4 percent, the report said.

In June, for example, Li Jinlian, a villager who was jailed for 19 yea
